Consider spending the extra for the f/2.8, since you know you'll be using the extender. Losing a stop means your lens will start at f/5.6, which makes it very difficult to use indoors.
I would not even consider the 2x tel-con on any lens. I currently own the 1.4 II tel-con and can say it works very well on the ef 70-200mm f2.8L lenses. I am not sue but I don't think I had the version II extender when I had my original ef 70-200mm f2.8L zoom but I don't see why it would not work on it.
EF-M Lenses: Up to 99 AF Points Approx. 80% Horizontal x 80% Vertical AF Area: Up to 143 AF Points Approx. 88% Horizontal x 100% Vertical AF Area: EF-M 11–22mm f/4–5.6 IS STM
Solution. The following lenses are compatible with the EF 1.4x II and EF 2x II extenders: EF 70-200mm f/2.8L. EF 70-200mm f/2.8L IS. EF 70-200mm f/4L. EF 100-400mm f/4.5-5.6L. EF 135mm f/2L. EF 180mm f/3.5L Macro. EF 200mm f/1.8L.
Applicable when subject frame is shown while using +Tracking and RF lenses (except RF600mm F11 IS STM / RF800mm F11 IS STM and Extender RF), EF lenses (excluding some current products), EXTENDER EF (III) (depends on master lens AF area mode). Some scenes and subjects may not be applicable.
Physical differences. Since the introduction of the 800mm f5.6, Canon changed their off-white color of their telephoto lenses. All the new MKII IS super-tele lenses from Canon feature this new coloring so the MKIII extenders have been updated to match both the color and also the very slightly smoother design aesthetic of these lenses.

Use an EF mount lens on an RF mount body, then you must use an EF-RF mount adapter. I am not aware of a single device that can do both functions.
Ideal for wildlife or outdoor sports photographers, the new Canon EF 100-400mm f/4.5-5.6L IS II USM is an impressive update of the original version of this L-series lens, which was first introduced in 1998. The biggest change in this new version is the upgrade from a push-pull zoom to a rotation-type zoom ring.
